The participation terms, selection concepts of the tender were predetermined by the RF government regulations and Rosstroy’s order ratified in pursuance of the regulations. The main estimation methodology is the principle of grouping the regions according to the regional budget level subsidized from the federal budget and the comparison principle in each group according to the statistical characteristics indicating the breakdown rate of the public supply systems (i.e. water supply, drainage system, heat supply), the deterioration level of such systems, ratio of the amount of financing and capital investments in maintenance and development to the cost of capital assets.
78 Russian regions took part in the tender, 36 regions were recommended for the government support to the amount of 2 billion rubles in 2007 under the subprogram.
