According to the Federal Agency Director Sergei Kruglik, in order to reduce the administrative obstacles in housing and other types of construction the unified public examination system of the project documentation is created on the federal and regional levels. The public examination system of the project documentation is one of the forms of state town-planning control. Using the examination system the state can estimate the project documentation prepared by the real-estate developer for the sanitary and epidemiologic and environmental compliances, the state protection of cultural heritage compliance, as well as fire, industrial, nuclear, radiation and other safety requirements and correspondence with the engineering survey results. The current system was intricate as it assumed several kinds of industrial expertise. To remove the abundant administrative barriers in the town-planning and construct under the transparent and clear procedures the Town Planning Code of Russia has been amended in such a way that helps to develop the unified public examination system of the project documentation: instead of ten departmental public examination forms of the project documentation there is only one public expert examination. Rosstroy is the federal executive body authorized to organize and implement the public expert examination.
Sergei Kruglik said that the public expert examination of all objects is exclusively under the jurisdiction of the Russian Federation; these powers in respect of particular establishments are delegated to the Russian regions and will be controlled by Rosstoy. In case of undue execution of the granted powers by regions they could be withdrawn and will be accomplished by Rosstroy. The Head of Rosstroy noted that this function is not innovative to the Federal Agency, as the Agency was implementing it earlier; the object of expertise has been changed; the public examination field is expanding as well.
According to Sergei Kruglic, the administrative control standards were also adopted concerning the town-planning legislation observance: by Rosstroy in respect of the Russian regions and by regions with respect to the local authorities.

The conference decision prepared at the end of the meeting will be used for the preparation to the State Council Presidium Meeting under President of Russia on the implementation of the priority national projects. |
