According to the Head of Federal Agency Sergei Kruglik, in order to reduce administrative barriers to housing and other types of building a system of unified state examination of project documents at the federal and regional level. Public examination of project documentation, a form of state control over urban development activities. Through the examination of the state evaluates the project documentation prepared by the developer, for its conformity with the sanitary-epidemiological, environmental requirements, the requirements of state protection of cultural heritage sites, the requirements of the fire, industrial, nuclear, radiation and other forms of security, as well as results of engineering research. To eliminate excessive administrative barriers to urban development activities, construction of a transparent and clear procedures in the Town Planning Code of the Russian Federation changed by a system of unified state examination: the ten types of departmental public examination of project documentation is only one public examination. Rosstroy is a federal executive body authorized to organize and conduct public examinations.
Sergei Kruglik said that the public examination of all sites is solely the responsibility of the Russian Federation, the powers of a certain type of delegated entities of the Russian Federation and will be monitored Rosstroem.
